People at the Heart of Liveable Cities

The Philippines is home to more than 110 million people across 7,600 islands and 17 regions. Factors such as population growth, density, age, and household composition influence how cities expand and how services reach communities.

Understanding who lives where and how people engage in society helps measure inclusion and quality of life. A liveable city is not only one that grows but one that grows fairly, where no community is left behind.

Total Population

Each city and municipality tells its own population story. Large urban centers such as Quezon City, Manila, and Davao continue to attract residents, while smaller cities grow at a steadier pace. These differences help identify where infrastructure, housing, and essential services are most needed.

The concentration of people in major cities shows the importance of creating opportunities and strengthening local economies outside Metro Manila to improve liveability across the country.

Average Household Size

The average household size differs across the country, shaped by culture, urbanization, and economic conditions.

 

In cities, households are generally smaller, with about three to four members, as limited space and work mobility influence living patterns. In rural and suburban areas, families tend to be larger, often with four to six members, reflecting stronger intergenerational ties and shared support systems.

Understanding these differences is important for planning housing, transport, and social services that meet the needs of different communities.

The age structure of each city shapes its needs for education, employment, and care services.

  • School-age population (0–24 years) highlights demand for schools, recreational spaces, and family services.

  • Working-age population (15–64 years) represents the economic engine of the city.

  • Senior population (65+ years) points to the growing need for age-friendly environments, healthcare, and community support.

Cities with younger populations must invest in education and job creation, while those with higher senior populations should prioritize accessibility, healthcare, and elder-friendly infrastructure.

Regional and City Boundaries

The Philippines has 17 regions, 81 provinces, 146 cities, and 1,488 municipalities, each with its own story of growth and resilience. Urbanization is expanding beyond Metro Manila to emerging hubs such as Davao, Cebu, Iloilo, and Cagayan de Oro, each facing distinct challenges in housing, employment, and infrastructure.

The liveability of cities depends on how local governments manage population growth and ensure fair access to housing, services, and opportunities for civic participation.
